Negative return wire from tube

I have a 35W power supply. It looks like the first picture in this thread

I don't have a black negative return wire. The manual for the power supply does not give the pinout for the black terminal block. Can you confirm my assumtions.

From left (next to wall) to right
Label / function
FG / AC Ground
AC / AC power
AC / AC power
Not Labeled / Tube Negative Return

Does it matter which AC terminal is line and neutral?
Is 18AWG stranded wire acceptible for negative return?

Doesn't matter which one is "L" and which one is "N". AWG#18 is more than enough. Current is as low as 30mA, so a AWG#24 is fine
