I recently purchase 60W tube from here. It came with small wire wrapped around cathode post and it seems to be going into the water tube
Is there a reason for that? I don't have my water tank grounded... Can I remove it?

That is for grounding of the tube. It serves to discharge the statics from the water chiller also providing good grounding for the tube. What "if" you didn't connect your negative wire to the laser power supply? That little wire can save your power supply from blow off
