Stepper Motors not responding at all...

I'm still trying to get my MLE-40 up and running. I successfully fired the laser and discovered that the 15ma power setting that FSL recommends for tube life required a 25% power setting for the 20/40 power supply that I purchased here. I'm not getting any response from the x/y axis stepping motors and with the wiring and switch settings there are lots of options to try. So I need to find out if I have the motors wired right. Then I'm assuming I need a low current setting on the controllers - like .4 or .6 - Any recommendations? As for the step setting, the old controller had nothing that I could tell so I'm assuming 1? Is there some sort of default on these small cutters? I'm still digging thru the manual trying to make sense of the AWC 608 controller. Apparently there are a lot of settings that can be downloaded to the controller from the LaserCad software? Is there something there I need to sort out first?
Here's a photo of the wiring from the motors to the controllers. I need to make sure I have the 4 colored wires plugged into the right ports:
