Water resistant PT100 RTD 0.1 degree Sensor Probe

Just bought this sensor probe and the accuracy is way off, reads 15 degrees C to low, I waited 30 minutes in case it took a long time to stabilize. I have checked the temps with two digital thermometers that I know are accurate. I also have my current pt100 which is stainless steel (not waterproof), it is accurate and matches the digital thermometers exactly.
The probe is connected to a JLD612 PID Temperature Controller. The controller is set to display to 0.1 (P10.0). The red lead is connected to the #8 terminal and the two blues are connected to #9 & #10 on the controller. I have tried switching the two blues. Any ideas? Could the probe be faulty?
