SSR-25 DD with internal short

I ordered a SSR-25 DD solid state relay from Lightobject.
Upon arrival found it to have a very low resistance accross the relay terminals.
This results in my 12 volt DC blower fan to be permanently engaged at about 95% of its capacity.
Upon tripping the relay with a 8 volt DC signal, the blower runs at 100%
