EWP-5004 BRUSHLESS PUMP, SUBMERSIBLE or NOT?

I would like to use this pump submerged.

However the description states:
"Note: this pump is not a submersible type. "

The use drawing shows submersible.

So which is it? Submersible or Not? Please advise.
