LaserCAD will not start & Corel Plugin will not install

I am Running Windows 10 and I tried installing LaserCAD_V7.77B and it will not start (I just get a spinning weel) and the corel plugin will not install. It tells me it installs but the plugin is not installed (corel draw 12).

I tried LaserCad and plugin on a upgrade PC with Win10 and found no problem.
