AWC 608 response to power scale

I have an AWC 608 from LO purchased several years ago, controlling a 40 Watt CO2 laser tube using Lightburn. It does not seem to respond to power scale, I am wondering if I have set something wrong. Has anyone else experienced this? I am trying to run power scale test files for different materials and while speed changes accordingly, power scale does not.
