44C2 analog meter - needs initial calibration or bad?

So I bought the 0-30mA 44C2 analog meter because I wanted to measure my LPS at RMS instead of with my digital meter which of course just measures at intervals. Anyways, I am wiring it in series with my digital meter. When I power the LPS up, the 44C2 jumps up to 15mA - despite the digital meter still reading 0.0mA. I confirmed proper wiring and tested with my multimeter - 0.0mA.

What gives? Is the meter really off by 15mA? Do I just need to calibrate it? Or is it bad?
