the specs say 5-16 volts dc. The pcb says 5 volts. Is it safe to run it at 12.9 vdc?

PCB is the original marking. It's 6~15V. Try 5V see if it power up. If dim or no light up, then it must be 6V~15V. For a current meter, make sure you power it by an isolated power supply or get an isolated power module if used in circuit (same power sources) or it will get damage
