What are the IO specs on the 708C controller, I cant seem to find a real manual for it. The inputs have connections for +24v ,inputs, and ground. So can I pull the input low with ground or bring it high with 24v?
Are the output pins 24v out?

Most inputs a a kind of TTL inputs, although the level is +24V/0V rather than the 5V of normal TTL
Outputs are most likely "OpenCollector"-types. A transitor in this outputs pulls the level to ground. You may drive +24V but the current is very low and if you plan to drive a solenoid (like a relais) take care to place a diode to damp the induction-voltage from this solenoids else you will blow the output!
