4 Ch RF Learn Problem

Newly purchased kit. Only keys A & B made relays "click". I tried all possible jumper settings. I thought I should try learn. Now it does not work at all. Press learn => board light on // release => board light off press remote => remote light on & board light flash 3 times. => Relays do not operate for any remote key. Have tried to clear by holding learn button down => board light on for ~ 10 seconds then it goes off. Re-learn as above still no relay response. Also tried re-learn for all 4 ch & various combinations removing power. Any thought? Please help.
