4 ch rf controller

The controller does not operate. Apply 12vdc and the led is off. press the "learn" button and the LED comes on and stays on continuously. Press and hold the "learn" button for 10 secs and the LED goes off and stays off continuously. Under no condition does the LED "blink". Tried it with jumper on J2 and J1/J2 open. Same results. Nothing. What's going on here??
