2 Ch controller not working.

I have model # 1527. I connect 12V to the correct +- terminal. Press the program button once and then press A and B to program remote. I hear the relays click on and off. If I move the DIN pin around I can hear it click accordingly. The problem is I get NO power out of any of the A, B, C terminals. If I hook up my volt meter or a led light and touch B and C I get nothing. I tried every combination. I found this picture on another thread. What else can I check? I think it's defective.
