JLD-612 low output

i have a JLD-612 with outy connected to a 7-9vdc spdt relay (12amp 120vac) the relay has been tested and works but when connected to the PID, it is struggling to switch.
after testing, the outy is only putting out 6.9 volts, when the manual states it should be 8. is there a reason it is only putting out 6.9 and is it possible to change it so more comes out and can power the relay to switch? :(

What kind of relay are you using? It's output is for SSR, not a regular mechanic relay. It won't be able to drive a relay as it can output max 20mA. You should use SSR as it support from 3V to 32V DC
