will this unit stay at the output voltage i set if the incoming voltage fluctuates.
say i set for 12v out and my input changes from 4-20 thought the day will it boost the voltage to 12 when its low and drop it when its higher than 12.?
i know the current will change also just wanting to know about the voltage.

The voltage will stay the same. Just tried.
Say you setup the output is 15V, the output keep stay even if input is 8V,9V,..12V

Note: if input voltage is over than the output set point, then the output voltage will be following the input. Example: Set voltage = 15V. Input 16V ~ 20V. In that case, the output will be 16V~20V

ok looks like i need a BOOST and BUCK unit in one so that it stays at 12v regardless of in/out voltage
